A call centre for farmers in Punjab

(Punjab), May 20 (ANI): In a first of its kind initiative in the country, a call centre named Zamidara Farmsolutions has started functioning in Punjab. Located in the border district of Fazilka in Ferozepur district, the call centre offers latest updates to the farmers on agricultural techniques and developments.

Besides discussing their problems with the call centre executives, the farmers can also get expensive farming instruments on rent, which they otherwise cannot afford.

Vikram Ahuja, owner, who himself is a farmer said that he was aware of the problems faced by the farmers and tried to ease their problems by making the expensive machine available to them on 'Pay for use' basis. We have tried to make the expensive machinery available to the farmers on 'Pay for use' basis rather than 'pay for ownership'. In this the farmer has to pay for what he uses and nor for what he owns, said Ahuja.

Elaborating on the use of the call center, Khushal Chand a farmer from Begawali village who recently hired a machine for water leveling said it made more sense in hiring these machines rather than buying them. Main reasons for taking this machine on hire was that it is very expensive. It costs 6,285 dollars and it becomes very impractical for small farmers like us to shell out this kind of money for single use and after that this machine becomes a liability, said Chand. Nearly two-thirds of India's billion-plus population depends on agriculture for a living and efforts such as these will really benefit the small farmers. By Avtar Singh Gill (ANI)

The border town of Fazilka, which shot to limelight after it was elected by Czech Republic magazine "Carbuster" as the first Asian town for adopting energy saving practices to fight global warming, is all set to emerge as the energy hub of the state.

According to the facts compiled by Graduate Welfare Association (GWAF) here, the Punjab Energy Development Agency (PEDA), in collaboration with a German company, the Moser Baer Photovoltaic Limited, would install 5-MW solar energy plant in Fazilka. The energy so produced would be environment friendly. The project, likely to be completed within two years, would meet the power requirements of about one lakh residents of this town and that too at cheaper rates.

The PEDA has also taken up an initiative of generating power from residue of sugar mills. Meanwhile, it has floated tenders for generating power from waste of Fazilka Cooperative Sugar Mills.

The construction of the US $ 3.5 billion Turkmenistan-Afghanistan-Pakistan-India (TAPI) is likely to start in near future. Fazilka is expected to be established as a distribution point of the TAPI project, which would give further impetus to make it the energy hub.

The town has also emerged on the world map by adopting a unique system of making available cycle-rickshaws (ECOCABS) on call. Four telephone centres have been set up for the purpose. The system is running successfully. Moreover, for security reasons, the Indian defence forces stationed at Fazilka have recently planted more than 10,000 saplings, including 3,000 Sheesham saplings given by the progressive farmers of Fazilka.

While emerging on the energy front, the farmers of this area are also availing services of the Agricultural Equipment Bank set up by Vikram Ahuja, a young entrepreneur of this town.

The Malwa Water Management System developed by Ahuja is also likely to save 7.5 billion litres of water annually in Fazilka and its surrounding areas.

The farmers are also being apprised of the latest techniques to conserve water. Besides, drip irrigation system is also being promoted in the region.

फाजिल्का-सांप नाथ, नाग नाथ सरीखी पार्टियों व उनके उम्मीदवारों को वोट देने की बजाए किसी को न चुन, नापसंदगी का इजहार करने का अधिकार बेशक चुनाव आयोग ने वोटर को 17-ए फार्म के जरिये दे दिया है। चुनाव प्रक्रिया में लिप्त किए गए रिटर्निग व प्रिजाइडिंग अधिकारी ही चुनाव आयोग के द्वारा प्रदत्त इस अधिकार प्राप्ति में सबसे बड़ा रोड़ा बन रहे है। इसकी पुष्टि करता एक वाकया फाजिल्का के बूथ नंबर 38 पर हुआ, जिसने नापसंदगी जताने की राह में दुश्वारियों की पोल खोलकर रख दी है, क्योंकि एक मतदाता को 17-ए फार्म के इस्तेमाल के लिए सुबह आठ से दोपहर एक बजे तक पोलिंग स्टेशन के कई चक्कर काटने पड़े, पोलिंग अधिकारियों के अड़ियल रवैये व धमकियां सुननी पड़ीं, लेकिन उसने भी हार नहीं मानीं और कई बार अपने फोन से चुनाव आयोग के अधिकारियों से शिकायत कर आखिरकार फार्म 17-ए फार्म का इस्तेमाल कर ही माना।

हुआ यूं कि स्थानीय जंडी वाली गली निवासी मतदाता सुभाष पांचाल ने किसी भी दल के प्रत्याशी को अपने वोट योग्य न पाए जाने पर एसडी एलीमेंट्री स्कूल में बने पोलिंग स्टेशन पर जाकर 17-ए फार्म की मांग की। पोलिंग स्टाफ ने ऐसे किसी फार्म से अनभिज्ञता जताते हुए उसे वोट डालने के लिए प्रेरित किया। यहां तक कि उसकी उंगली पर इंक का निशान भी लगा दिया। इस दौरान कुछ दलों के पोलिंग एजेंट नियुक्त हुए कार्यकर्ताओं ने भी उसे वोट डालने के लिए प्रेरित करना शुरू कर दिया, लेकिन पांचाल नहीं माना। इस पर एक चुनाव अधिकारी ने घुरकी दिखाते कहा कि तुम चुनाव प्रक्रिया में बाधा डाल रहे हो, तुम्हे पुलिस के हवाले कर देंगे, लेकिन पांचाल फार्म 17-ए के अधिकार बाबत पूरी तरह जागरूक था। पांचाल ने कहा कि उसने अपने फोन से रिटर्निग अधिकारी से बात की और पेश आ रही समस्या के बारे में बताया। रिटर्निग अधिकारी ने एक घंटे बाद आने के लिए कहा। पांचाल ने आरोप लगाया कि एक घंटे बाद भी उसकी कोई सुनवाई नहीं हुई। आखिरकार उसने चुनाव आयोग अधिकारियों को फोन किए। जिले के चुनाव अधिकारी ने डीसी को मामले का संज्ञान लेने के लिए कहा। डीसी फिरोजपुर ने संबंधित पोलिंग बूथ पर संपर्क कर चुनाव अधिकारियों को 17-ए फार्म के बारे में बताया और तब जाकर लगभग आधा दर्जन चक्करों और छह घंटे समय की बर्बादी के बाद सुभाष पांचाल को फार्म 17-ए के इस्तेमाल का मौका मिल सका। ऐसे में आम आदमी भ्रष्ट हो चुकी राजनीतिक व्यवस्था के खिलाफ विरोध जताने का हौसला करे तो कैसे करे।

ISLAMABAD: The government has decided to reactivate the multi-billion-dollar Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project, and is considering taking 25 percent of the total amount from the Asian Development Bank (ADB) for this purpose.

According to a senior official of the Ministry of Petroleum, a tripartite agreement was signed by Turkmenistan, Afghanistan and Pakistan in December 2002 for laying hundreds of kilometres of gas pipeline from Turkmenistan to Pakistan via Afghanistan.

The ADB was acting as the lead developer and coordinator for the project. It sponsored a feasibility study in 2003 – completed by a British consulting firm, Penspen, in 2004 – for laying a pipeline to carry 3.2 million cubic metres of gas per day from Turkmenistan through Herat and Kandahar in Afghanistan and terminating in Multan in Pakistan.

Financing: In order to be processed further, transaction advisory services by an international consultant are being considered wherein the ADB has indicated that it will be willing to finance 25 percent of the cost of such services, provided the remaining cost is shared equally among the participating countries, the official said.

The 1,680km pipeline was suppose to run from the Dovetabat gas deposit in Turkmenistan to Fazilka, a town in Indian near the border with Pakistan, he said. The official said India also expressed its willingness to join the project later, and the Inter-Governmental Framework Agreement (IGFA) signed in December 2002 was amended in April 2008 to facilitate Indian participation. All four governments initiated the revised IGFA, but a formal signing of the agreement is still pending, awaiting completion of some 'enabling actions' required to be completed by Turkmenistan and Afghanistan. "These principally includes the signing of the agreement as well as certification of reserves held by Turkmenistan," he said.

The original estimate of the pipeline project in 2004 was $3.3 billion, which was revised to $7.6 billion in 2008. Responding to latest position of the ADB about the project, he said, "The bank has indicated that it would consider further investment only if the parties agree to move ahead with indication of tangible progress in the future." app

Veering to the left of the Hero Honda roundabout in Manesar, Gurgoan is a nondescript road. A 100 meters down this path stands a building, which symbolises the rising global acceptance of India's fashion design industry—the 3,50,000-square feet designing and manufacturing unit of Orient Craft, one of India's largest export houses. On the ground floor of this Rs 750-crore company, in a glass cabin overlooking the work stations of 100 associates, 42-year-old Anoop Thatai, Joint Managing Director & CEO of the company, is busy discussing the new spring collection for a US customer. Finally, after hours of discussions, a few cuts, silhouettes and fabrics are short-listed. Then the design team of around 100, along with a support staff of 700, begins work on rolling out the products. Says Anoop Thatai: "The team has to complete the project in the next 14 days. Then we begin work for a major European retail brand. I am running at full capacity.

For Orient Craft, it has been an eventful journey, for; just 10 years back it was manufacturing apparel for international clients with little value addition. But the company has climbed up the value chain. Says Sudhir Dhingra, Chairman and Managing Director, Orient Craft: "Out of the 65% women's wear produced by us, almost 40% have our own design input and we produce 2,000 design samples a day. "Besides manufacturing prototypes, we are developing our own design lines." Said Anoop

The design element in the apparels and accessories industry—apparel alone is a Rs 30,000-crore market—has risen by almost 80%. Graduating from assembly line operations for Western labels, Indian design firms are now creating their own lines based on strong in-house R&D capabilities. Says Devangshu Dutta, Chief Executive, Third Eyesight, a Delhi-based fashion consulting firm: "The days of cut, copy, paste are coming to an end as every exporter looks for a distinct image. This is possible only if you innovate in design."

While big export houses like Orient Craft are enhancing their businesses by emphasising on design, international firms are looking at India as an outsourcing hub.

Meet Fazilite : Mr Sudhir Dhingra - C.M.D. Orient Craft Limited

Born on the 17th day of March 1948 in Fazilka-Punjab in a warm loving simple family. Mr. Dhingra studied in Fazilka and did Bachelor of Arts in the year 1968 from Govt. College for boys (Chandigarh) and in pursuit to follow his father's footsteps, did his LLB in 1971 from, The Law College -Punjab University, Chandigarh. A law graduate came to Delhi with a dream & vision in the year 1972 and started Orient Craft Limited in the year 1978 as a small garment unit, in Hauz Rani, Delhi, with just four people on board anufacturing 1000 shirts, the company today has a capacity of more than 100,000pcs/day of woven and knitted garments and is the largest employment generator in the State of Haryana employing about 25,000 people. Mr. Dhingra recalls the advice of his late father who told him to always remain focused and never look back. Mr. Dhingra is also an Executive Member of the Advisory committee of AEPC (Apparel export promotion council) and an active member of many reputed associations such as FICCI, CII, ASSOCHAM, CIAe, CMAI, besides variousgovernment ministries. Mr. Dhingra appears confident of his company's ability to deliver consistently and to remain the Numero Uno in the market.

This must be great news for people of our town that Medical student Gurpreet Kaur Medical of Armed forces Medical College, Pune who hails from Fazilka Town, won the prestigious President's Gold Medal. She was awarded the same on the passing out Prade of 2008 Medical Batch, held at Armed Force Medical College, Pune. This year out of 43 academics awards 28 were bagged by girl students only. Gurpreet did her basic schooling for Sacred Heart Convent School Fazilka.

She surpassed her 102 fellow cadets to win the prestigious President's Gold Medal. This award has been given for the best all-round outgoing medical cadet of the year 2008.

Rejoicing her success story, she said, "Initially, I wanted to join the armed forces as fighter pilot and my father wanted me to be a doctor and after getting selected in the AFMC and becoming an officer today, both these dreams have come true." Gurpreet is the first in her families to serve the Defense force. Gurpreet dedicated this award to her family especially her father. Her Father is working with Industrial Training Institute, Fazilka and her one elder sister is already a doctor.

She will be posted at Military College, Jalandhar to complete her internship, where she is keener to work in the pediatric department.

Fazilka town has given few outstanding doctors to the world and Padam-vibhushan Dr. Jagjit Chopra, founder principal of Govt Medical College, Chandigarh and world famous neurologist, we can name at top amongst all. Lieutenant (Dr.) Gurpreet is next addition to this medical-tradition.

On the occasion of "Fazilka Heritage Festival-2009", going to be held in the month of April, GWAF will honor Gurpreet on a special event dedicated to 'Women of Fazilka", for bringing laurels to the name of this small town with her outstanding contribution in the field of medicine. Noorjahan, Padamshri Pushpa Hans, Maharashtra Cadre IPS officer Meera Chadha Borwankar, Mandira Bedi are the renowned female achievers of this small town we can name them. Surely Doctor Gurpreet is next name to it who is going to be flag bearer to carry forward the unmatched legacy of this small town. Fazilka: Upcoming Energy Hub of Punjab

Fazilka: Many might not have even thought about this, but this small town confronted with political ignorance from the state government would now be able to regain its lost glory, all thanks to the new addition to its geography named, Energy. In future this town would be known as "Energy hub of Punjab". Something knowingly and unknowingly which had happened over the past five years is going to make this possible.

The border city of Fazilka first shot into prominence form a period of oblivion when it was selected as the first Asian town for adopting the best energy saving practices to fight against global warming by Czech Republic Magazine Magazine[1] "Carbuster" in its 32nd issue. The focus of the magazine centering around 'faith and environment' mentioned how in order to curb the effect of global warming, religious messages quoted in Sri Guru Granth Sahib were installed at various palces.

On the occasion of Fazilka heritage festival 2007, another feather got adorned in the cap of this city when Fazilka pioneereed and promoted the use of CFL lamps in the city. The entire CFL electric dealer decided to sell CFL on no profit and no loss basis[2].

Within a year of this biggest international recognition the U.S.-backed $3.5 billion Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project deal signed in Pakistan got a fillip too. Infact it was on this historic day that the 10th steering committee of oil ministers from Turkmenistan, Afghanistan, Pakistan and India agreed to start construction work on the much-delayed TAPI pipeline project in 2010. The pipeline which will be 1,420 mm in diameter will have a capacity of 33 billion cubic metres (bcm) of natural gas annually to fulfill the energy needs of the country.

However, this is not where it ended all. After adopting best energy saving practices in all spheres of life, how could agriculture be ignored? And the answers to this speculation were put to rest with the setting up of first agriculture call centre[3] by a group of wise farmers of Fazilka where farmers could discuss their agriculture related problems to increase their profitability. To improve the condition of farmes further, another son of the soil, Mr Vikram Ahuja is credited with establishing the first agricultural equipment bank facility here. The bank provides state of the art international facility in the form of agriculture equipment like laser leveler, soil tensiometer especially for small farmers, who cannot afford to buy all these equipments. Malwa Water Management System developed by Mr Ahuja is going to save 7.5 billion liter of fresh water in agriculture.

Indian Defense forces have also played an important role in the prosperity of this town. Indian Army last year planted more than 10,000 trees along with the progressive farmers of this region, who also gifted more than 3000 'sheesham' samplings.

After agriculture, it was time to dare something new with the painstaking Transportation system. Fazilka showcased to the world a unique public transport system through the erstwhile cycle rickshaw[4]. This system was designed to promote the use of rickshaw as mode of public transport system, where the average trip length in the city is less than 3 km. Call centers were installed across the city to make rickshaw phone call away named ECOCABS. This concept was perfect amalgamation of tradition and digital empowerment which was indeed well taken by the rest of the world.

Within couple of years, citizen of this small town made thier importance on international map. This further attracted some global players when Moser Baer Photovoltaic Ltd[5] who in association with The Punjab Energy Development Agency (PEDA) made an announcement to install 5 MW solar energy plant in Fazilka.

Couple of years and India's smallest big town made its appearance in all the areas of energy saving like transportation, religion, agriculture, electric and solar energy. Indeed "where there is a will, there is way' can be at best suited to Fazilka and its people. While the government was busy developing a few cities of Punjab like Mohali, Jalandhar, Ludhiana, Patiala and Amritsar, this small township of backward region of Fazilka was being empowered by its residents setting new trends for many Indian cities who are still looking forward for help after independence from their state governments.

The 164 year old historic town of Fazilka in the District Ferozepur, also known as Bangla (the first political officer stationed in this area was Mr.Vans Agnew. He built a bungalow near the horse-shoe lake at Badha and the place came to be known as bangla,a new name given to the new establishment by the people) It is located in southwestern Punjab (INDIA), about 325 km west of Punjab State Capital Chandigarh, 85 km south-west of the district headquarters, Ferozepur and 200 km south of Amritsar. Fazilka is near the India-Pakistan border which is 11 km away. It is situated on the rice growing and cotton rich belt of the state and is one of the major rice exporting centers in India. Before partition, the town was the biggest wool market in undivided Punjab.

Fazilka's origin dates back to AD 1844. It was established by Mr. Vans Agnew and was christened after the original owner of the land, Mian Fazil Watoo.A payment of Rs 144 and annas eight was paid to his descendants in 1877 from panchayat fund and named the place after Mian Fazil Watoo(Lambardar)as FAZILKA. Being at the border, Fazilka also had to bear the brunt of India-Pakistan partition in 1947 and the two Indo-Pak wars of 1965 and 1971. After the death of Mr Agnew Mr Oliver of East India Company took over as station in charge at Fazilka.
